مواعيد الصدور   تنشر المجلة أعدادها  سنويا كل أربعة أشهر في مجلد واحد  ، ويمكنها اقتراح عدد خاص أو أكثر في مجالات اختصاصها . .Periodicity           The journal publishes its issues annually every four (4) months in one volume, and it may suggest one or more special issues in its field of competence. Périodicité           Le Revue publie ses numéros annuellement tous les quatres mois en un seul volume,et il peut proposer un ou plusieurs numéros spéciaux dans son domaine de compétence.

حوليات الآداب واللغات .  منذ 2013     هي  علمية دولية محكمة ذات لجنة قراءة ولجنة علمية استشارية دولية، تتشكل من  أساتذة من جامعات جزائرية تونسية ومغربية ويمنية وقطرية وسعودية ومن جامعات الأردن والسودان وقطر وبلجيكا وهي تسعى للتوسع إلى جامعات أجنبية إضافية حتى يتمكن فريق التحرير من تحقيق صفة الدولية فيها فعليا ومن خلال توسيع انتشارها العلمي والجغرافي. 1– الناشر:             تصدر المجلة عن كلية الآداب واللغات بجامعة محمد بوضياف بالمسيلة ،الجزائر. وهذه الصفة تؤهل الجامعة لاكتساب حقوق النشر مع احترام حقوق المؤلف والحقوق المجاورة 2– المجالات العلمية  تختص المجلة بالنشر في مجالات الآداب المحلية والعالمية واللغات ،وتعتمد على اللغات العربية والانجليزية و الفرنسية في تخصصات الآداب واللغات والفنون.   3– الجمهور   تسعى المجلة إلى تحقيق الاحترافية العلمية بتوجيه النشر إلى جمهور الباحثين من أساتذة الجامعات والباحثين الأكاديميين داخل وخارج الوطن وهدفها من ذلك خدمة البحث العلمي الجاد وفقط. 4- أصالة البحوث يجب أن  يكون البحث العلمي أصيلا جادا وموضوعيا ،متطابقا مع شروط البحث العلمي من حيث احترام المنهجية العلمية المتعارف عليها سواء من حيث الشكل أو الموضوع المبادي, وتتجلى الأصالة في العناصر التالية 1.       بحث قديم بتفسير جديد، لفكرة أو ممارسة معروفة مسبقاً، وتكون مساهمتك إعادة طرحها من زاوية اخرى. 2.       تقديم أدلة جديدة لتأكيد أو نفي قضية قديمة أو مشكلة نوقشت من قبل 3.       ابتكار فكرة جديدة وعرضها بشكل معبر ولم تسبق إلى ذلك 4.       تنفيذ فكرة بحث طبقت في  بيئة معينة، وتطبقها في بيئة جديدة للخروج بنتائج جديدة 5.       تطبيق تقنية كانت مستخدمة في مجال، وتطبيقها في مجال جديد لم تسبق إليه. 6.       عمل بحث لاستكشاف قضايا معروفة لكن باستخدام منهجية جديدة 7        تقديم معرفة جديدة أو نظرية جديدة لم تقدم من قبل.     8- احترام الغير في ثقافته وهويته وشخصيته : تمتنع المجلة عن نشر كل عمل ترى فيه اعتداء على حقوق الغير كما هو متعارف عليه ضمن مبادىء حقوق الإنسان لأن هدفها خدمة العلم والبحث العلمي فقط.   Annals of Letters and Languages Since 2013            The “Annals of Letters and Languages” is an international and a scientific Journal that  was  founded in 2013.  And it is reviewed by a reading committee and an international scientific advisory committee, consisting of professors from different universities such as “Algeria, Tunisia, Morocco, Yemen, Qatar Saudi, Jordan. Sudan, Qatar and Belgium”. It seeks for an expansion to additional foreign universities so that the editorial team can effectively achieve its international, scientific, and geographical status   1. Publisher The Journal is published by the Faculty of Arts and Languages at The University of Mohamed Boudiaf- M’sila, Algeria. This feature qualifies the university to acquire copyright with respect to copyright and related rights. 2. Scientific Fields Local and international literature and languages are the main fields  the Journal is  specialized in publishing, through Arabic, English and French languages in the disciplines of literature, languages and arts.   3. Public (Audience) The Journal aims at  achieving  a scientific professionalism through directing publication to the researchers from inside and outside the country and serving only the serious and scientific research.   4. Originality Scientific research must be genuine, serious,  objective, and mutch the requirements of the scientific research in terms of respect to  the accepted scientific methodology as to form and subject matter. Originality is reflected in the following elements: 1.            An old search with a new interpretation, a pre-known idea or practice, and your contribution is  to re-introduce it from another angle; 2.            Provides  new evidence to confirm or deny an old case or problem that is discussed before; 3.            Creates a new idea and present it in an expressive way that  has never been before; 4.            Implementation of a research idea applied in a particular  environment, and apply it in a new environment to produce new results; 5.            Applying a technique that is used in a field, and applying it in a new field that has not been preceded. 6.            Research works to explore(discover) known issues, but using a new methodology; 7.            Provides a new knowledge, theory, etc., that has not been presented before; 8. Respecting the Others’ Culture, Identity and Personality: The Journal refrains from publishing any work that is  considered as an attack against the others’ rights as it is aknowledged by “the principles of human rights” for its purpose is only to serve science and scientific research.   Présentation de la revue Annales des lettres et des langues.  Depuis 2013         Crée en 2013, Annales des lettres et des langues est une revue scientifique internationale à comité de lecture et à comité scientifique consultatif  international  composé de professeurs issus des universités algérienne, tunisienne, marocaine, yéménite, qatarie, saoudienne, jordaniennes, soudanaises, et belges. La revue tend à élargir sa coopération vers d’autres universités étrangères afin que l’équipe de rédaction puisse atteindre efficacement le statut international en élargissant sa portée scientifique et géographique. 1-Editeur- Publisher  : La revue est publiée par la Faculté des lettres et des langues de l’Université Mohamed BOUDIAF de M’sila, en Algérie. Cela permet à l’université d’acquérir le droit d’édition tout en respectant le droit d’auteur et les droits connexes.. 2-Domaines scientifiques : La revue éditera des publications (en arabe, en anglais, et en français) relevant des domaines de la littérature, des Arts et des langues locales et internationales. 3-Publique : La revue vise à atteindre le professionnalisme scientifique en ciblant la publication des travaux de  chercheurs, à l’échelle national et international. Son objectif est de valoriser la recherche scientifique de qualité. 4-Originalité de la recherche: la revue entend promouvoir des recherches scientifiques inédites répondant aux critères scientifiques en termes de respect de la méthodologie scientifique, sur le paln de forme ou de contenu,  et doit respecter les éléments d’originalité suivants :   a) Des recherches anciennes,  d’une idée ou d’une pratique connue auparavant , mais revisitées en s’ appuyant sur de nouvelles perspectives. b) Fournir de nouvelles preuves pour confirmer ou infirmer un ancien cas ou problème discuté auparavant. c) Avancer une nouvelle idée et l’exprimer d’une manière qui n’a jamais été faite auparavant. d)Mettre en pratique une idée de recherche appliquée à un pays et à un environnement particulier, et appliquée à un nouvel environnement pour produire de nouveaux résultats e)  Appliquer une technique utilisée dans un champ à un nouveau champ. ff-)Effectuer echerche pour explorer les problèmes connus mais en utilisant une nouvelle méthodologie. f)Introduire de nouvelles connaissances ou de nouvelles théories qui n’ont pas été formulées auparavant. g- Respect des autres dans leur culture, leur identité et leur personnalité: la revue s’abstient de publier tout écrit considéré comme une atteinte aux droits d’autrui, conformément aux principes des droits de l’homme, car l’ultime objectif  de  la revue est de servir exclusivement la science et la recherche scientifique.

Publishing Ethics

أخلاقيات النشر   تنشر مجلة حوليات الآداب واللغات البحوث العلمية الأصيلة في ميدان الآداب واللغات ، معتمدة اللغات العربية والانجليزية والفرنسية ، باعتبارها لغات النشر على صفحاتها . ويعتمد النشر في المجلة على الالتزام بأخلاقيات النشر ومعايير السلوك العلمي والمهني المعبر عنها في المواد أدناه :   المادة الاولى :  حدود مسؤوليات الناشر (هيئة تحرير المجلة )      1- 1 : قرار النشر : يلتزم رئيس التحرير وفريق تحرير المجلة كل في مستوى اختصاصه بحفظ حقوق الغير فيما يتعلق بحقوق الملكية القكرية والحقوق المجاورة ، بحيث يحرص على التاكد من أن المادة البحثية المنشورة لا تتضمن اعتداء على حقوق الملكية الفكرية للغير ونعني بذلك السرقات العلمية والاقتباسات غير العلمية المأخوذة من كتب ومقالات منشورة في مؤلفات مازال أصحابها يتمتعون بحقوق ملكيتهم الفكرية . ويترجم ذلك بعد جهد خبراء المجلة وفريق التحرير بتوفير تعهد يصرح فيه صاحب البحث المرسل الى المجلة بخلو عمله من أي مظهر من مظاهر الاعتداء على حقوق الملكية الفكرية.     1-2 نزاهة التحكيم : يضمن رئيس تحرير المجلة وكل من له علاقة بعملية تشفير البحوث وارسالها الى الخبراء ارسال البحوث للتقييم مهما كان دون الاخذ بالاعتبار بمعتقده او جنسه أو مواطنته او موقفه السياسي . ويراعى في ذلك احترام حريات ومعتقدات الغير ، فالمجلة علمية وليست ميدانا للتنافس إلا في مجال العلم .     1-3 سرية التحكيم : يلتزم رئيس التحرير بضمان سرية التحكييم بحيث ترسل البحوث مغفلة بشفرة للخبراء المكلفين بالتحكيم   1-4 نزاهة المحكمين:  يضمن ريس التحرير نزاهة الخبراء بحيث لا يرسل بحثا للتحكيم إلى صاحب مصلحة أو أن يكون المحكم صاحب البحث من فريق التحرير مما يعرض عملية التحكيم للشبهة التي تعيق نزاهة التحكيم.   1- 5  الموافقة الصريحة لصاحب البحث : يلتزم رئيس التحرير وفريق التحرير للمجلة بالامتناع عن استخدام البحوث غير المقبولة للنشر بأية صورة من الصور إلا بموافقة صريحة مكتوبة موقعة من صاحبها .   المادة الثانية : مسؤوليات المراجع (المحكم)    2-1 : سرية التحكيم : على المراجع الالتزام بسرية ما يسند إليه من مادة علمية لتحكيمها ، فلا يجوز له نشرها أو نشر جزء منها أو عنوانها على جميع قواعد النشر العام والخاص ومنصات التواصل ، والمراسلات،  ومخابر البحث العلمي ونحوها أو أي شكل يعرض الأمانة العلمية وقيم السرية.   2-2 احترام آجال التحكيم : على المراجع التقيد بآجال التحكيم ، والالتزام بتحكيم المادة البحثية المسندة اليه في اجلها المحدد من طرف هيئة تحرير المجلة . وإن وجد أن البحث الموجه اليه يخالف اختصاصه او يتعارض مع رغباته العلمية فعليه الامتناع عن التحكيم حال الاطلاع على البحث .   2-3 النزاهة العلمية : يلتزم المراجع بالنزاهة العلمية المفترضة فيه فلا يرفض البحوث أو يقبلها بسبب ميوله الشخصية أو السياسية ولا يحكم رغباته، وعليه أن يلتزم بالموضوعية العلمية بعيدا عن الخلفيات الممكنة مهما كانت.   2-4 التبليغ عن السرقة العلمية : على المراجع أن يبلغ عن أية سرقة او انتحال علمي يراه في البحث ووجب عليه في هذه الخال تبليغ رئيس التحرير مباشرة مصحوبا بالإثبات العلمي للسرقة العلمية المكتشفة . كما يُطلب منه الاشارة الى مصادر البحث غير المعلنة والتي يمكن ان يكون صاحب البحث قد اعتمدها .   2-5 الامتناع عن التحكيم لتعارض المصالح : على المراجع أن يمتنع عن تحكيم أي بحث يرى فيه تعارضا للمصلحة عن طريق تعرفه على صاحب البحث او الاشتباه في التعرف على صاحب البحث، أو كون البحث بعيدا عن اختصاصه.   المادة الثالثة : مسؤوليات المؤلف أو المؤلف الثاني :    3-1 يتحمل المؤلف ومن يشاركه في التأليف مسؤولية الآراء التي يعبر عنها في بحثه .   3-2  احترام حقوق الغير: على المؤلف ومن يشاركه احترام حقوق الملكية الفكرية ، فلا يعتدي على بحوث الغير عن طريق الانتحال والسرقة العلمية سواء أكانت جزئية أو كلية . وبذلك عليه الالتزام بكل قواعد التوثيق العلمي للمعلومات الواردة في بحثه فيشير الى مصادرها كاملة .   3-3 أصالة البحث : على المؤلف أن يكون بحثه أصيلا غير مستل من عمل سابق مهما كان مذكرة علمية أو رسالة علمية مهما كانت درجتها ، مقالا منشورا سابقا ، أو مشاركا به في ملتقى علمي . وعليه الالتزام بارسال بحث أصيل .   3—4 مصادر التمويل المرتبطة بمخابر علمية وطنية أو اجنبية : على المؤلف التصريح صراحة كاملة إن كان البحث يرتبط بمصدر من مصادر تمويل البحوث سواء أكانت مخابر بحث علمي ، أو فرق بحث في مشاريع بحث ممولة من جهات وطنية أو أجنبية بحيث تكون مرتبطة بحقوق نشر آو تأليف أو ملكية فكرية. وعلى المؤلفين مسؤولية وتبعات ذلك، حيث لا يجوز نشر هذه البحوث باعتبارها نتائج مثمنة تعود حقوقها للممولين .باستثناء وجود تنازل صريح على جميع الحقوق لصالح المؤلفين.   3-5 الالتزام بقواعد التوثيق العلمي : على المؤلفين الالتزام بقواعد توثيق المعلومات العلمية المتبعة في منهجية البحث العلمي بحيث يجب ذكر جميع مصادر المادة العلمية سواء أكانت مؤلفات أو مجلات أو تصريحات شفوية أو مدونات الكترونية ومهما كانت قواعد النشر .فعلى المؤلف التصريح بمصادره ومراجعه كاملة .   3-6 : تصويب الاخطاء : في حالة اكتشاف المؤلف أخطاء علمية او توثيقية تكون قد فاتت المراجع أو فريق التحرير فعليه المسؤولية الأخلاقية والمهنية للتبليغ عنها وتصويبها .   3-7 الالتزام بالتقيد بتوجيهات المراجعين : على صاحب البحث الالتزام بمراجعة وتصويب بحثه وتطبيق آراء المراجعين و مقترحاتهم تحت طائلة رفض نشر المقال .                         Publishing Ethics The journal Annals of Literature and Languages ​​publishes original scientific research in the field of arts and languages, accrediting Arabic, English and French languages, as publishing languages ​​on its pages. Publishing in the journal relies on adherence to the publishing ethics and standard of scientific and professional behavior expressed in the articles below:   Article One:  The limits of the publisher’s responsibilities (the editorial board of the magazine)   1 – 1: Publication Decision: The editor-in-chief and the magazine’s editorial team are obligated, each at the level of its competence, to preserve the rights of others in relation to intellectual property rights and related rights, so that it is keen to ensure that the published research material does not include an attack on the intellectual property rights of others -we mean scientific theft and quotations , unscientific works taken from books and articles published in books whose owners still enjoy their intellectual property rights. This requires, after the efforts of the magazine’s experts and the editorial team , to deliver a pledge in which the author of the research (sent to the magazine) declares that his work is free of any manifestation of the violation of intellectual property rights.   1.2 Arbitration integrity: The journal’s editor-in-chief and everyone involved in the process of coding research and sending it to experts ensures that research is sent for evaluation no matter what is taken into consideration by a belief, gender, citizenship or political position. This takes into account respect for the freedoms and beliefs of others.   1-3 Arbitration Confidentiality: The editor-in-chief is obliged to ensure the confidentiality of the arbitration so that the research is anonymously sent with a code to the experts in charge of the arbitration.   1-4 The integrity of the arbitrators: The editor-in-chief guarantees the integrity of the experts so that he does not send a research for arbitration to a stakeholder or to  the arbitrator who is  himself  the author of the research and member of the editorial team; thus, exposing the arbitration process to suspicion  which impedes the integrity of the arbitration.   1.5 – Explicit consent of the researcher: The editor-in-chief and the editorial team of the journal are obligated to refrain from using unacceptable research for publication in any form except with an intentional   written consent signed by its owner.   Article Two: The Reviewers’ Responsibilities   2-1: Confidentiality of Arbitration: The reviewers must adhere to the confidentiality of what is assigned to him from scientific material for arbitration, so he may not publish it or publish part of it or its title on all public and private publishing rules communication platforms, correspondence, scientific research laboratories and the like or any form that displays the scientific trust and confidentiality values.   2.2- Respecting the arbitration deadlines: The reviewer should adhere to the arbitration deadlines, and abide by the arbitration of the article in the deadline specified by the magazine’s editorial board. And if it is found that the induction directed against him contradicts with his competence or conflicts with his scientific desires, he must refrain from arbitration once he examined the research.   2-3 Scientific Integrity: The reviewer adheres to the assumed scientific integrity that he does not reject or accept in the research because of his personal or political inclinations, and he must adhere to scientific objectivity away from possible backgrounds, whatever they may be.   2-4 Reporting on scientific theft: The reviewer must report any theft or scientific impersonation he sees in the research, and he has to report directly to the editor in conjunction with the scientific evidence for the discovered scientific theft. He is also asked to refer to unannounced research sources that the research author may have approved.   2-5 Refraining from arbitration for conflict of interests: The reviewer should refrain from arbitrating any research in which he sees a conflict of interest by identifying him with the researcher or by suspicion of knowing the author of the research, or if the research is far from his specialty or domain.   Article Three:   Responsibilities of the author or second author: 3-1 The author and the co-author are responsible for the opinions expressed in their research.   3-2 Respect for the rights of others: The author and those who share it must respect intellectual property rights. The burden of researching others is not violated through plagiarism and scientific theft, whether it is partial or total. In doing so, he must abide by all the rules of scientific documentation of the information contained in his research and refer to their complete sources.   3-3 Authenticity of the research: The author must have original research that is not based on previous work, regardless of what was a scientific note or a scientific dissertation, regardless of its degree, a previously published article, or a participant in it in a scientific forum. And he has an obligation to send original research   3.4 Funding sources associated with national or foreign scientific laboratories: the author must  fully state  if the research is related to a source of research funding, whether it is scientific research laboratories, or research teams in research projects funded by national or foreign entities that are related to copyright or authorship ,or intellectual property. The authors have a responsibility and consequences for that, as these researches may not be published as octagonal results whose rights belong to the financiers. Except for the existence of an explicit waiver of all rights in favor of the authors.
3.5 – Adherence to the rules of scientific authentication: Authors must adhere to the rules for documenting scientific information followed in the methodology of scientific research so that all sources of scientific material must be mentioned, whether they are literature, magazines, oral statements or blogs and whatever the publishing rules. The author must state his sources and references in full.    3-6: Correcting errors: In the event that the author finds scientific or documentary errors that have missed the reviewer or the editorial team, he has a moral and professional responsibility to report and correct them before correcting the research.   3-7 Commitment to abide by the directives of the reviewers: After being corrected by the authors, the urges are returned to the reviewers to ensure the author’s commitment to the directives and corrections suggested by the reviewer under penalty of refusal to publish the article.
