    Internal Regulations<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

    Internal Regulations of the Training Field Council in Economic, Commercial, and Management Sciences<\/strong><\/h4>

    Legal Basis:<\/strong>
    The Training Field Council is established in accordance with:<\/p>

    • Law No. 05-99<\/strong> of April 4, 1999, containing the guiding law of higher education, as amended and supplemented.<\/p><\/li>

    • Executive Decree No. 10-38<\/strong> of January 25, 2010, establishing the University of M\u2019sila, as amended and supplemented.<\/p><\/li>

    • Executive Decree No. 08-130<\/strong> of May 3, 2008, on the statutory framework for research professors.<\/p><\/li>

    • Executive Decree No. 10-265<\/strong> of August 19, 2008, establishing the study system for Bachelor\u2019s, Master\u2019s, and Doctorate degrees.<\/p><\/li>

    • Joint Ministerial Decree of May 24, 2010<\/strong>, defining senior positions for research professors.<\/p><\/li><\/ul>

      The following internal regulations are established to govern the functioning of the Training Field Council.<\/p>

      Objectives of the Council<\/strong><\/h4>

      These regulations aim to define the functioning of the Faculty Council and its meetings in compliance with current laws. The Council provides opinions and recommendations on matters assigned to the Head of the Training Field, including:<\/p>

      • Proposing pedagogical programs for training paths.<\/p><\/li>

      • Establishing pathways between training tracks for gradual student orientation.<\/p><\/li>

      • Developing compatible pedagogical curricula.<\/p><\/li>

      • Organizing evaluation of training and teaching methods.<\/p><\/li>

      • Ensuring consistency of training paths and advising on their relevance or modification.<\/p><\/li>

      • Supervising the overall coherence of internships included in the training program.<\/p><\/li><\/ul>

        The Council may also be consulted on any other pedagogical matters referred by the Dean of the Faculty.<\/p>

        Pedagogical Program of Training Paths<\/strong><\/h4>

        • The Council reviews and provides recommendations on the training programs of the department, considering the capacities of the department, faculty, university, and national educational priorities.<\/p><\/li><\/ul>

          Pathways Between Training Tracks<\/strong><\/h4>

          • The Council studies and gives recommendations on establishing pathways for gradual student orientation in line with the objectives of the department, faculty, and university.<\/p><\/li><\/ul>

            Development of Compatible Pedagogical Curricula<\/strong><\/h4>

            • The Council reviews proposed curricula from departments and ensures alignment with faculty and university goals, also evaluating ongoing training outcomes.<\/p><\/li><\/ul>

              Evaluation of Training and Teaching<\/strong><\/h4>

              • The Council evaluates training proposals, ensuring alignment with the annual and multi-year plans of the faculty and university, considering:<\/p>

                • Opening new specializations according to regulations.<\/p><\/li>

                • Composition of the teaching team based on qualifications.<\/p><\/li>

                • Contributions from external institutions (universities, research centers).<\/p><\/li>

                • Research-based training programs, including doctoral projects.<\/p><\/li><\/ul><\/li><\/ul>

                  Consistency and Relevance of Training Paths<\/strong><\/h4>

                  • The Council reviews the coherence of training paths and their relevance, making recommendations for modification, continuation, suspension, or termination of programs.<\/p><\/li><\/ul>

                    Internship Coherence<\/strong><\/h4>

                    • The Council assesses internship programs, considering the receiving institutions, their academic and technical qualifications, and alignment with ongoing specializations.<\/p><\/li><\/ul>

                      Internal Organization of the Council<\/strong><\/h4>

                      President of the Council:<\/strong><\/p>

                      • Sets the schedule of ordinary meetings at the start of each academic year in agreement with the Dean.<\/p><\/li>

                      • Defines the agenda in consultation with the Dean or Vice-Dean for Studies and Student Affairs.<\/p><\/li>

                      • Calls members to ordinary and extraordinary sessions.<\/p><\/li>

                      • Oversees discussions and ensures proper conduct.<\/p><\/li>

                      • Ensures compliance with the internal regulations.<\/p><\/li>

                      • Signs minutes recording the Council\u2019s approved opinions and recommendations.<\/p><\/li><\/ul>

                        Secretariat:<\/strong><\/p>

                        • Prepares meetings, collects necessary files and documents, and monitors studied items.<\/p><\/li>

                        • Managed by the Vice-Dean for Studies and Student Affairs.<\/p><\/li><\/ul>

                          Invitations:<\/strong><\/p>

                          • Sent by the Secretariat 15 days prior to ordinary meetings, including the agenda and necessary documents.<\/p><\/li>

                          • Extraordinary meetings: 7 days notice.<\/p><\/li><\/ul>

                            Agenda:<\/strong><\/p>

                            • Includes matters within the Council\u2019s competence proposed by the President in coordination with the Vice-Dean.<\/p><\/li>

                            • Members may propose additional points with two-thirds (2\/3) approval of attendees.<\/p><\/li><\/ul>

                              Quorum:<\/strong><\/p>

                              • Decisions require the presence of two-thirds (2\/3) of members.<\/p><\/li>

                              • If quorum is not met, the minutes record deficiencies and the next meeting date.<\/p><\/li><\/ul>

                                Attendance:<\/strong><\/p>

                                • Members must attend all meetings. Absences must be justified in writing.<\/p><\/li>

                                • Vacancies or resignations are filled according to legal provisions.<\/p><\/li><\/ul>

                                  Meetings:<\/strong><\/p>

                                  • Ordinary: 3 per year (November, March, June), adjustable by two weeks.<\/p><\/li>

                                  • Extraordinary: by request of the President, Dean, or two-thirds of members.<\/p><\/li><\/ul>

                                    Deliberations:<\/strong><\/p>

                                    • Decisions are adopted by majority of present members (simple majority).<\/p><\/li>

                                    • In case of a tie, the President\u2019s vote is decisive.<\/p><\/li>

                                    • Members must respect confidentiality of discussions and documents.<\/p><\/li><\/ul>

                                      Consultations:<\/strong><\/p>

                                      • The Council may invite experts from inside or outside the university to provide opinions orally or in writing.<\/p><\/li><\/ul>

                                        Minutes:<\/strong><\/p>

                                        • Opinions and recommendations are recorded in a numbered register signed by all members.<\/p><\/li>

                                        • The Vice-Dean and President of the Council finalize the minutes.<\/p><\/li>

                                        • Copies are sent to members within 15 days (ordinary) or 7 days (extraordinary); the Dean forwards a copy to the University Director.<\/p><\/li><\/ul>

                                          Representation:<\/strong><\/p>

                                          • The Council can represent departmental training committees when they cannot convene.<\/p><\/li><\/ul>

                                            Compliance:<\/strong><\/p>

                                            • Departments must adhere to the Council\u2019s internal regulations.<\/p><\/li><\/ul>

                                              Revision:<\/strong><\/p>

                                              • The President, Dean, or two-thirds of members may propose revisions with justification.<\/p><\/li><\/ul>

                                                Vacancy of President:<\/strong><\/p>

                                                • The Dean may appoint an acting President until a new one is designated.<\/p><\/li><\/ul>

                                                  Effectiveness:<\/strong><\/p>

                                                  • The internal regulations took effect after approval by the Training Field Council on March 20, 2013<\/strong>.<\/p><\/li><\/ul><\/div><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
