L’administration électronique en Algérie, entre plan et réalisations

Abstract:
For more than a decade, the government has been heavily involved in digitizing public
administration. To make up for the delay registered in the field, a plan named "e-Algeria 2013" was
launched in 2009 to integrate into the information society and the digital economy. We will briefly
discuss in this article the modernization of public administration according to NPM principles. We
will mention the actions undertaken to digitize the administration, the achievement rates of all the
axes of the "e-Algeria" plan as estimated in 2018. Finally we will examine the relevance of the
online public services " Elmouatin "as well as the obstacles that slow down the completion of the
digitization process.
