Abstract:
Habitat was, and remains to this day, in the majority of countries, one of the most important concerns of the
public authorities and the great concern of their citizens. In Algeria, collective housing plays a predominant
economic role, since it represents the most rudimentary form of household financial investment. However its
social segment is considered more and more as a consumer of public funding as the state does not recover its
investment. This article will focus on housing policy in Algeria, including state spending allocated to social
(or public) rental housing, through a comparative analysis with other Western and Maghreb countries of this
policy, including rent collection.
