L’impact de la politique de l’habitat rural sur le développement de la ressource humaine et des compétences managériales en Algérie

Abstract:
Algeria had lived a political, economic, social disruption. Housing in general and rural housing in particular
witnessed destruction. After the independence, Algerian public authorities took over the sector to ensure
affordable and decent housing for all social classes. Since the 2000's, a rural housing construction aid
program was set up. The purpose of this paper is to affirm the weakness of managerial competences and
the knowhow. The question asked is what’s the impact of rural housing policy on the re-emergence of
construction trades, creation of new jobs and valorisation of local resources?
