🏛️ The Faculty Council (Conseil de Faculté)
The Faculty Council is an advisory body composed of elected and appointed members in accordance with Article 36 of the Official Gazette of the Algerian Republic (Issue No. 51). This body is established at the level of the Dean’s Office of the Faculty. Its goal is to provide opinions and recommendations for the development of the Faculty, participate in the preparation and execution of the budget, and all activities related to the Faculty.
Composition of the Faculty Council
The Faculty Council consists of:
- The Dean of the Faculty, who serves as the Chairman.
- The Chairman of the Scientific Council of the Faculty.
- Heads of Departments.
- Directors of Laboratories.
- Two elected representatives of the teaching staff from each department, chosen from among the professors with the highest rank.
- Two elected representatives of the Assistant Professor body.
- One elected student representative from each department.
- Two elected representatives of the administrative, technical, and service staff.
The Vice-Deans, the Secretary-General, and the Head of the Faculty Library attend the meetings in a consultative capacity (without voting rights).
🎯 Duties of the Faculty Council
The Faculty Council studies and proposes all measures likely to improve the functioning of the Faculty and encourage the achievement of its objectives, and provides its opinion on any matter submitted to it by the Dean.
Its main duties include:
- Future development prospects for the Faculty.
- Programming of training and research activities within the Faculty, and prospects for national and international scientific cooperation.
- Programming of continuous training, level improvement, and knowledge renewal activities.
- Studying the draft budget of the Faculty and the annual report of the Faculty’s activities.
- The draft human resources management plan for the Faculty.
- Drafting of contracts and agreements for studies, expertise, and service provision guaranteed by the Faculty.
- Faculty management and studying the annual activity report.
- Implementing rules related to student attendance and the system of courses and lectures.
- Determining the Faculty’s needs for teaching and administrative staff.
- Determining the Faculty’s needs for equipment and other operational materials, and setting their specifications.
- Giving its opinion on any matter submitted by the Dean.
🔬 Role of the Scientific Council (within the context of the Faculty Council)
The Faculty’s Scientific Council (as part of the consultation process) is responsible for providing its opinions and recommendations regarding the following:
- The organization and content of education.
- The organization of research work.
- Proposals for research programs.
- Proposals for the opening, renewal, or closure of post-graduate (doctoral) specializations, and determining the number of positions to be filled.
- The outcome/assessment of post-graduate training.
- Faculty publications and the organization of scientific events.
- The Council approves the research topics proposed by post-graduate students and monitors post-graduate dissertations.
- It studies the reports on the pedagogical and scientific activities of the Faculty, which the Dean sends to the University Rector, accompanied by its opinions and recommendations. It may also be consulted on any other matter related to the pedagogical aspect.
