The study day on the mechanisms for implementing the content of Ministerial Decision No. 1275 of September 27th 2022

Under the recommendations of the recent Council of Ministers under the chairmanship of President Abdelmadjid Tebboune, and following the instructions by the Minister of Higher Education and Scientific Research, Professor Kamal Badari; Mr. Abdelkader Jallawi, the Governor of Msila supervised; On the seventh day of the month of February 2023, in the Grand Lecture Hall ‘Ibn Al Haytham’ in the North Pole of Msila University, starting at 09.00 a.m., the opening of activities of the study day on the mechanisms for implementing the content of Ministerial Decision No. 1275 of September 27th 2022, containing a ‘graduation dissertation – a Start-up,’ ‘a graduation dissertation – a patent.’

The local and security authorities of M’sila, the Rector of M’sila University, the Vice Rectors of the University, the Staff of M’sila University, members of the National Coordinating Committee for following Innovation and University Business Incubators, The Director of the Incubator, Directors of Banks and Economic Institutions, Representative of the Linkage office between the university and economic institutions, representatives of the Center for Technological Support and Innovation, experts in evaluating student projects, cells to follow up the implementation of Resolution 1275 in colleges and institutes, owners of start-up institutions, incubated students, representatives of scientific clubs, students enrolled in Resolution 1275 from faculties and institutes.

The program of the study day included a welcome speech by the Rector of the University, after which the speech was referred to the Governor of M’sila, who called for a minute of silence in memory of the deceased, the current Rector of the University of Biskra, Boutarfaya Ahmed;

After that, the Governor appreciated, during his speech, the efforts made by the university in training and embracing students in the fields of innovation and invention, referring at the same time to the support provided by the local and central authorities, headed by the President of the Republic, who gives this category special attention, by establishing areas of activity to embrace their projects and enable them to actually embody them on the ground, in addition to benefiting from professional shops that are compatible with the nature of their activities, as well as holding continuous practical meetings to bring them closer to support agencies and various banking institutions, and to facilitate administrative procedures related to the establishment of their institutions at the level of the National Center of Commercial Register and Insurance Funds in order to acquire the necessary legal form.

The Governor also called, through his speech, for innovators to find smart solutions related to the management of public utilities such as the water economy, the energy economy, the elimination of the problem of fires and gas suffocations, the increase in the yield of agricultural products, and the promotion of tourism.

For reference, the study day is organized at the level of the rest of the country’s universities, in which the outcome of the work of the National Coordinating Committee for Innovation and University Business Incubators was presented by Professor Baitiche Chabane, in addition to presenting models of successful startups presented by Professor Zaouche Reda.

At the end of the meeting, discussion sessions were opened aimed at enabling students enrolled in training courses to easily access the world of entrepreneurship and entrepreneurship, to quickly engage in the national endeavor aimed at economic recovery, wealth creation and job positions locally and nationally.
