A Training course on public transactions and public utility mandates under Presidential Decree 15-247

On Tuesday morning, the 28th of February 2023, the Rector of Mohamed Boudiaf University of M’sila, Professor Ammar Boudelaa opened works of the formative day entitled public transactions and public utility mandates under Presidential Decree 15-247 in the Doctoral Hall of the Urban Technology Management Institute UTM starting at 9 a.m.

The study day was organized by the General Secretariat of the University and supervised by the province Budgetary controller, Mr. DJamal Bella, and the Assistant Dr. Qana Hussain.

The meeting was attended by;

Secretary-General of the University

Rector Deputies of the University

Deans of the faculties, directors of institutes and their assistants

Financial Interests and Accounting Officers of faculties and Institutes

Province Certified Accountant’s Aid

After the welcoming address of the Rector and Secretary-General of the University, Mr. Bakhti Mahfoud, the study day was held immediately with a presentation entitled: “Public transactions and internal control” prepared and presented by both the budgetary controller and his assistants. The presentation included the following axes:

–       Definition of public transactions,

–       How to prepare a public project by identifying the needs, how to prepare for the supply deal, how to prepare for the works deal, how to prepare for the services deal, how to prepare for the studies deal, how to prepare for the financial cover.

–       Preparation of the terms book,

–       Illegal practices,

–       Methods of concluding public transactions

At the end of the meeting, the discussion was opened with the attendees, provided that the meeting will be held again the next week to complete the second study day on external oversight and supplements.
