On February the 15th 2023, the Rector of M’sila University, Professor Ammar Boudalaa, oversaw the inauguration of Mr. Bakhti Mahfoud; Secretary-General of the University to succeed Mr. Boubaaya El-bashir, who was assigned the functions of Director of University Services, the pole.
Mr. Bakhti Mahfoud was the university’s sub-director of finance and accounting.
The Rector also oversaw the inauguration of Professor Bisar Abdel-Mutalib; Head of the Prosecutor’s Office of the University Directorate of Pedagogy to succeed Professor Bouguerra Rabeh who was referred to retirement.
Professor Bisar Abdel-Mutalib was the deputy dean in charge of pedagogy at the Faculty of Economic, Commercial and Management Sciences. The inauguration was attended by:

- Deputy-rector of the University for Pedagogy
- Deputy-rector of the University for Scientific Research
- Deputy-rector of the University for External Relations
- Deans of the faculties
- Directors of the institutes
- University Sub-Directors
- University trade union representatives for teachers and employees
