Minutes of Concertation and Coordination Council Meeting No 157

On Wednesday, September 14, 2022, the CCC meeting No 156 was held, at 14h00, in the auditorium “Abdelmadjid Allahoum “, under the chairmanship of the Interim Rector of the University, Pr. Ben Ouadah Hachemi, in the presence of:

The meeting was opened by the Rector of the University of M’sila, Prof. Hachemi Ben Ouadah Badari, after welcoming all the audience. The meeting adopted the following agenda:

  • Administrative situation

 

1/-  Activities of the beginning of university year:

According to the RCC, the pedagogical situation for this week has witnessed the beginning of classes from September 11, 2022, for the 2nd and 3rd year Bachelor, as well as master2 students, and this, in synchronization with the operations of enrollment, re-enrolment, and transfer, at the level of the vice rectorate of pedagogy, faculties and institutes.  Also, the orientation operation for students enrolled in the common core is continuing and the contestation is still available .

In addition, the enrollment operation for Master1 has begun in faculties and institutes, where a platform has been dedicated to this.  The registration deadlines are no more available, the processing of the files is carried out,  and the lists of admitted candidates will be announced at the end of this week.  For this new university season, the supervised Ministry has designated September 17, 2022, the day of the start of the academic year for students of common core and students of Master 1. So, the schedules and lists of group are elaborated, and their launch will be on the official E-sites of faculties, institutes and student space.

During this session, many other points have been discussed such as:

  • Scheduling information days for common-core students.
  • redevelopment of pedagogical infrastructures.
  • Attendance of professors and students
  • Absence report should be established by professors to be presented to the head of department, as well as the correspondence of vice-rector of pedagogy, in case of professor absence.
  • Opening of auditoriums
  • Supervision of specialties responsible for the launch of lectures on September 18, 2022.
  • Launch of tutorials and practicals from next week for 2nd, 3rd bachelor students and Master 2Students.
  • Organization of pedagogical visits to faculties and institutes next week.
  • September 30, 2022 will be the deadline for dissertation defense..
  • Enrollment for Master 01 take place on September 18, 2022 in the computing center – southern pole.
  • Preparation for supervision of students at the level of faculties and institutes to December 2022 in coordination with the responsible of fields.
  • Sending correspondences to the vice-rector of pedagogy, including the lectures progress rates.
  • Pedagogical meetings at the level of faculties and institutes according to the schedule elaborated for this academic year.
  • organization of periodic coordination meeting with the different socio-economic partners.
  • Preparations to proceed with the competition of “Certificate of aptitude for the profession of lawyer” (CAPA” on 17 and 18 September 2022 at the level of the Faculty of Law.

 

  • Discussion of the ministry correspondence related to the digitization of university administration and the redevelopment of green spaces.

2/ Progress Situation and Student cards availability:

According to the manager of the platform, Tayeb Mazari, the transfer operation is 100% complete and the final results will be launched on Thursday, September 15, 2022. Regarding the student card, the printing operation is being carried out for master1 students category 20%, integrated by the QR code technique. Regarding the common core, the printing operation will be started after the internal and external transfers.

3/ Digitization:

Many points have been discussed about the digital platforms during this week:

*Electronic signature system (Electronic parapheur): A presentation on administrative e-correspondence was made according to each service at the university; which reached 134 certified correspondence.

*Complaints and enquiries platform: 48 inquiries were received, 18 of them were answered and 30 enquiries are still being processed.

*Platform of final diploma: 92 requests are registered, where 45 of them are issued and 47 are still being processed.

*E-stage Platform: Instructions were given by the Rector of the university to update the platform in order to launch the mobility outside the country “Short term traineeship”.

 06/ Digital marketing:

In this regard, the state of the external links of the university this week was presented, according to each faculty and institute. As well as, the university situation among national and international rankings was presented by Dr. Boudia Issam.

5/- Administrative Situation:

In this context, the Secretary General of the university, Boubaaya Bachir, presented the administrative situation in which the CCM members agreed to:

  • Schedule a visit to the Institute of Sports .
  • Schedule a visit to other faculties and institutes.
  • Schedule unannounced visits to employees according to the instructions of the Administration Board of the university.
  • Preparations are ready to elaborate, competitions, promotion, joint committee, and transfers of professors and employees in the time-limit fixed for the consumption of the remained positions.
  • Enhance the directorate of activities at the university, and prepare the annual schedule of cultural and sports activities.

The assistant director of employees and training, Ben Salhoub Houcine added, for his part, concerning the training of employees that the Ministry has designated three axes proposed in the training which includes: engineers, accountants, and professional staff. He adds that 400 professional cards were issued with the QR code technique for employees, and the process is still ongoing in coordination with the digitization directorate.  He made a presentation on the internal professional competitions programmed previously. But, the external competitions scheduled for the current year, it was decided to receive candidates’ files on a special platform dedicated to recruitment, in coordination with the public  employment services.

6/- Financial Situation:

The university’s assistant director of funding and accounting, Mr. Bakhti Mahfoud, gave a detailed presentation on the budget for the year 2023, according to the ministry’s recent correspondence in its new format, and which insists on creating a local committee for review and control. He added that a training session will be organized before October 10, 2022.

He also addressed the supervision of students, the PRFU project, the research laboratories, and to instruct the deans and directors of the institutes to send the financial situations of the faculties at the end of the current month to the finance and accounting department.  Regarding the performance bonus, the assistant Director states that the operation is ongoing and will be delivered on time.

7/- PhD competition 2022/2023:

In this context, the Vice Rector in charge of scientific research, Prof. Boudrah Brahim, addressed made a presentation on the doctoral training projects for this academic year, stressing that the deadlines for doctoral training offers, for the 2022/2023 academic year, are extended, by the Ministry, to October 10, 2022.

8/- Business Incubator:

During this week, the activities of the university’s incubator are launched starting with a training that focuses on the methods of developing a technical and economic map. The training is led by Dr. Baatiche Chaabane, dedicated to  researchers and students holder of project “Label”. Another training will be scheduled consisting of several field workshops entitled “Learning the basics and applications of artificial intelligence”. The training will be led by Dr. Brik Youcef and Prof. Attallah; members of the scientific committee of the incubator.  The training is intended for students enrolled in the incubator and students concerned with Start-up projects.

The manager of the business incubator, Prof. Mir Ahmed added that the university of M’sila has already deposited 92 patent files at “INAPI”, 8 of them obtained new patents.

9/- Cell of quality and auto-evaluation:

In this context, Prof Djaghelouli Youcef, presented the working system of quality and auto-evaluation cell in coordination with the assistant-directorate of finance and accounting of the university, stressing that the work within the cell is ready for an estimated rate of 99%, and this, to promote the administration of the university and increase the level of the quality of administrative work,  according to the standards designated by the concerned services.

At the end of this meeting, discussion is carried out on the projects at the level of the Vice Rectorate of Planning and Development , where the work plan was tackled. the rates of advancement and achievement were presented by the Vice Rector Prof Djerad Abdelkader,
