Minutes of Concertation and Coordination Council Meeting No 158

On Wednesday, September 21, 2022, the CCC meeting No 158 was held, at 14h00, in the auditorium “Iben El Haitham “, under the chairmanship of the Interim Rector of the University, Pr. Ben Ouadah Hachemi, in the presence of:

The meeting was opened by the interim Rector of the University of M’sila, Prof. Hachemi Ben Ouadah, after welcoming all the audience. The meeting adopted the following agenda:

 

  • Pedagogical situation
  • Situation of Progress and student card
  • Digital Marketing
  • Financial and administrative situation
  • Maintenance of green spaces
  • Updating the websites of faculties and Facebook pages
  • Holding meeting with the social partners

 

1/-  Activities of the beginning of university year:

According to the RCC, the pedagogical situation for this week has witnessed the entry of 1st year common-core students according to the decision of the supervising Ministry.  The lists of Master 1 students are announced in the faculties and institutes and their enrollment operation is started.

During this session, many other points have been discussed such as:

  • Launch of Bachelor lectures.
  • Launch of tutorials and practicals.
  • Adjust the timetable of professors.
  • Announcement of study schedule on social media pages and official websites of the university
  • Announcement of groups of all the levels
  • Urging pedagogical follow-up of fields and training branches managers
  • Report should be established in case of students or professors absence, to be presented to the Head of Department.
  • Sending correspondences to the vice-rector of pedagogy, including the lectures progress rates.
  • Holders of secondary school success certificate (Bac 2018) are able to enroll under commitment during this year.
  • Field visits are scheduled to be carried out by the vice-rector of pedagogy in order to control the good process of lectures.
  • Situation of temporary professors and supplementary hours in the faculties and institutes.
  • Students organizations concerns are presented to the deans and directors of institutes, which have been already presented at the CC meeting hold on September 20, 2022.

So, the interim Rector gave recommendations to follow-up the tutorship and supervision for common-core students; which is scheduled in the next three months. The needs of faculties and institutes professors should be sent by the deans and directors to the vice-rector of pedagogy before the next week.

 

2/ Progress Situation and Student cards availability:

According to the manager of the platform, Tayeb Mazari, the final results of university tranfers are published on Thursday, September 15, 2022 on the platform. Regarding the student card of common-cores, will be available at the level of faculties and institutes from Sunday September 25, 2022; which can be delivered by the department of attendance.

The deadline of Master 01 students enrolment is decided on Thursday September 22, 2022, where next Tuesday is fixed as the deadline for the enrolment of old students on Progress platform.

3/ E-learning:

The head of the distance learning cell, presented a report on the e-learning process from September 17 to 20, 2022. According to him, the number of users reached 8622, an average of 2100 users every day and 4200 downloaded files.

For the technical procedure of the week, statistics, publishing and updating the lectures will be carried out in coordination with the vice-deans of pedagogy and assistant cells of E-learning in the faculties before September 27, 2022.

  • Elaborate a typical model of publishing courseworks, adopting the hybrid education system in the transversal units.
  • Delete graduated students accounts, pending the adjustment of final students lists of 1st year in order to be automatically enrolled.
  • All professors technical concerns, estimated at 11 concerns, were answered.
  • 42 requests were received to issue lectures e-publishing certificate according to the new Model QR.

4/- Digitization:

Many points have been discussed about the digital platforms during this week:

*Electronic signature system (Electronic parapheur): A presentation on administrative e-correspondence was made according to each service at the university; which reached 101 certified correspondence.

The rector insists on the necessary use of electronic parapheur widely in the faculties and institutes.

*Complaints and enquiries platform: 37 enquiries were received, 04 were answered and 33 enquiries are still being processed.

*Platform of final diploma: 13 requests are registered, the total of which reached 98 requests, 32  are issued and 67 are still being processed.

*E-stage Platform: Instructions were given by the Rector of the university to launch the platform in order to launch the mobility outside the country “Short term traineeship”, from Sunday September 25, 2022 for faculty members, PhD students and employees whose category is 10 and more, holders of university degree.

 06/ Digital marketing:

In this regard, the manager of the Network Center, Lakhdari Abdallah, presented the statistics on the state of the external links of the university this week, according to each faculty and institute. As well as, the university situation among national and international rankings was presented by Dr. Boudia Issam.

5/- Administrative Situation:

In this context, the Secretary General of the university, Boubaaya Bachir, presented the administrative and financial situation in which he confirmed that the performance bonus is still at the level of financial control.

  • The monthly salary is still being in process, to be paid in time.
  • Deans and directors of institutes are assigned to send the financial situation of faculties and institutes before the end of the year to the assistant-directorate of finance and accounting.

For the administrative situation the Secretary General added that:

  • The settlement of all the files of human resources plan execution will be carried out before December 31, 2022.
  • Employees surveillance is still ongoing.
  • All university employees shall sign on the fingerprint system without any exception, including the heads of services, following the instructions of directorate board hold on September 13, 2022.
  • the employees in charge of monitoring the visibility of the university, must join their positions in the faculties and institutes.
  • Faculties and institutes are assigned to follow-up the daily attendance of laboratories employees.
  • The security shall be provided in front of university laboratories.
  • The hygiene of laboratories must be ensured.

In this respect, the interim rector, Prof. Hachemi Ben Ouadah gave instructions to follow-up the status of research laboratories at the university and to schedule weekly field visits by the vice-rector of scientific research with the Secretary General, and  send reports.

The annual outcome and the working plan for the next years  must be sent by the director of laboratories to the vice-rector of scientific research, adjusting a schedule with the research teams in the laboratories and PhD students.

The assistant director of employees and training, Ben Salhoub Houcine added, for his part, added that:

  • Status of professors having reached retirement age.
  • Status of structure employees.
  • Status of heads of branches and specialties mandates in faculties and institutes.
  • Employment competitions.
  • External competitions.
  • Rank promotions for professors and employees.

At the end of the meeting, different points have been discussed, such as:

  • Status of the psycho-assistance center and the decided program for this year.
  • Operation of maintenance of green spaces is ongoing.
  • Environment hygiene.
  • Updating the university websites and its pages on Facebook.
  • Holding meetings with the social partners.
