Introduction to the Faculty

The Faculty of Economic, Commercial and Management Sciences began modestly in 1988 as the Department of Commercial Sciences, offering specializations in Finance, Accounting, and Taxation.
In 1992, the University Center of M’sila was established, and the academic scope continued to expand. The long-term training program in Management Sciences was launched during the 1999/2000 academic year, followed by the Economics program in 2004/2005.
These departments were later integrated into the Faculty of Economic, Commercial and Management Sciences.

The Vice-Dean in charge of studies and student-related matters is responsible for the following tasks:

  • Managing and monitoring undergraduate student registrations.

  • Supervising teaching activities and taking or proposing any measures to improve them.

  • Maintaining the nominal and statistical lists of students.

  • Collecting, processing, and disseminating educational information for the benefit of students.

Duties of the Vice-Deanship for Postgraduate Studies, Scientific Research, and External Relations:

  • Monitoring the conduct of entrance examinations for postgraduate studies.

  • Taking or proposing necessary measures to ensure the proper functioning of postgraduate training.

  • Overseeing the organization and defense of postgraduate dissertations and theses.

  • Supervising scientific research activities.

  • Initiating partnership activities with social and economic sectors.

  • Promoting and supporting cooperation between national and international universities.

  • Implementing programs for improving and updating the knowledge of faculty members.

  • Monitoring the functioning of the Faculty Scientific Council and maintaining its archives.

1. Department for the Follow-up of Scientific Research Activities:
Main tasks:

  • Implementing programs for enhancing and updating faculty members’ skills and knowledge.

  • Overseeing the operation of the Faculty Scientific Council and preserving its archives.

2. Department of Cooperation and External Relations:
Main tasks:

  • Initiating partnerships with social and economic sectors.

  • Promoting and strengthening cooperation between national and international universities.

3. Department for the Follow-up of Postgraduate Training:
Main tasks:

  • Organizing entrance examinations for postgraduate studies.

  • Monitoring the progress of postgraduate admission exams.

  • Taking or proposing necessary measures to ensure the smooth running of postgraduate programs.

  • Supervising the defense process of dissertations and theses.

    According to the Joint Ministerial Decree of 2004, which defines the administrative organization of the university directorate, faculties, institutes, and annexes, the General Secretariat of the Faculty is responsible for the following tasks:

    • Preparing the human resources management plan of the faculty and ensuring its implementation.

    • Managing the professional careers of the faculty’s staff members.

    • Managing and preserving the archives and documentation of the faculty.

    • Preparing and implementing the faculty’s budget.

    • Promoting scientific, cultural, and sports activities for students, in coordination with the relevant university departments.

    • Managing the faculty’s movable and immovable assets and ensuring their maintenance.

    • Implementing the internal security plan of the faculty.

Organizational Structure of the Faculty

According to Executive Decree No. 03-279 of August 23, 2003, defining the missions of the university and the rules governing its organization and functioning (as amended and supplemented), and the Joint Ministerial Decree of August 24, 2004, defining the administrative organization of the university directorate, faculties, institutes, and annexes —

the Faculty is defined as “a unit of teaching and research within the university in the field of science and knowledge.”


Main Missions of the Faculty

  • Providing undergraduate and postgraduate education.

  • Conducting scientific research activities.

  • Organizing continuing education, professional development, and knowledge renewal programs.

The faculty is composed of departments and a library, and it is equipped with a Faculty Council and a Scientific Council.


Dean of the Faculty

The Dean manages the faculty and is responsible for its proper functioning and the management of its human, financial, and material resources.
In this capacity, the Dean:

  • Acts as the authorizing officer for expenditure within the delegated budget.

  • Appoints the faculty’s staff members not appointed by other means.

  • Exercises hierarchical authority over all personnel under his supervision.

  • Attends meetings of the Faculty Council.

  • Prepares the annual activity report, which is submitted to the University President after approval by the Faculty Council.

The Dean is assisted by two Vice-Deans, a General Secretary, a Head Librarian, and Heads of Departments.

Responsible for:

  • Proposing acquisition programs for books and academic documentation.

  • Organizing and managing the documentary resources using modern processing and classification methods.

  • Preserving the documentary collection and regularly updating the inventory.

  • Ensuring proper access conditions for the use of the documentary resources by students and professors.

  • Assisting faculty and students in their bibliographic research.


Head of Department

The Head of Department is responsible for the pedagogical and administrative management of the department and exercises hierarchical authority over all personnel under his supervision.

He is assisted by two Assistant Heads of Department:

Assistant Head for Undergraduate Teaching and Learning

Responsible for:

  • Monitoring student registration and re-registration in undergraduate programs.

  • Ensuring the proper conduct of teaching activities.

  • Overseeing examinations and continuous assessment processes.

Assistant Head for Postgraduate Studies and Scientific Research

Responsible for:

  • Supervising postgraduate teaching activities.

  • Monitoring the progress of research activities.

  • Overseeing the functioning of the department’s Scientific Committee.
