Article 02: Powers of the Council

 

The Field Council for Training provides opinions and recommendations on matters assigned to the Head of the Training Field Team, defined as follows:

  • Proposing the pedagogical program for the training pathways.
  • Establishing bridges/pathways between training tracks to allow for the progressive orientation of students.
  • Developing compatible pedagogical curricula.
  • Organizing the evaluation of training forms and teaching.
  • Ensuring the coherence of pathways and providing an opinion regarding the feasibility or amendment of training pathways.
  • Ensuring the overall coherence of internships stipulated within the training.
  • The Council may also be consulted on any other matter related to the pedagogical aspect presented to it by the Dean of the Faculty.

 

Pedagogical Program for Training Pathways

 

The Field Council for Training studies and provides its opinion and recommendations on the pedagogical program for the training pathways within the Department. For this purpose, the Council must take into account the specifics of the Department, the Faculty, and the University concerning pedagogical and scientific capabilities, as well as national orientations in this field.

 

Bridges/Pathways between Training Tracks for Gradual Student Orientation

 

The Field Council for Training studies and provides its opinion and recommendations on projects to establish bridges between training tracks to allow for the gradual orientation of students, in line with the objectives of the Department, the Faculty, and the University.

 

Developing Compatible Pedagogical Curricula

 

The Field Council for Training studies and provides its opinion and recommendations on the proposed pedagogical curricula from the Departments, taking into account the consistency of the Departments’ offerings with the general directions of the Faculty and the University. The Council also studies the summary of current training programs and provides its opinion and recommendations regarding their future.

 

Organizing the Evaluation of Training Forms and Teaching

 

The Field Council for Training studies and provides its opinion and recommendations on training offers, taking into account the consistency of these offers with the annual and phased plan of the Faculty and the University, particularly regarding:

  • The opening of new specializations in accordance with applicable laws.
  • The composition of the specialization team considering its scientific and technical qualifications.
  • Potential contributions from external parties to the proposed training offers (academic and non-academic institutions, research centers, etc.).
  • The training program through research and for research included in the project (concerning the Doctorate).

 

Coherence of Pathways and Giving Opinion on Feasibility or Amendment

 

The Field Council for Training studies and provides its opinion and recommendations regarding the coherence of pathways and concerning the feasibility or amendment of training pathways. It also gives its opinion and recommendations on the rehabilitation, freezing, or closure of current training programs.

 

General Coherence of Internships Stipulated in Training

 

The Field Council for Training studies and provides its opinion and recommendations on the internship process stipulated in the training, taking into account the type of host institutions, their scientific and technical qualifications, and the coherence of the internship topics proposed by them with the current specializations.


 

⚙️ Internal Organization of the Council

 

 

Article 03: Head of the Council

 

The Head of the Training Field carries out the following:

  • Determines, in agreement with the Dean of the Faculty, the calendar of ordinary meetings at the beginning of each academic year, before the Faculty’s Scientific Council convenes.
  • Determines, in consultation with the Dean or the Vice-Dean in charge of Studies and Student Affairs, the agenda for the meetings.
  • Convenes Council members for ordinary and extraordinary sessions.
  • Manages the discussion within the Council and ensures the smooth running of its session work.
  • Ensures the respect of the Council’s internal regulations.
  • Signs the minutes of the sessions, which include the opinions and recommendations adopted by the Council.

 

Article 04: Secretariat

 

The Secretariat of the Field Council for Training is responsible for preparing the Council’s meetings, collecting the necessary files and documents for studying the points on the agenda, and ensuring the follow-up of studied files. The Vice-Dean in charge of Studies and Student Affairs ensures the Council’s secretariat.

 

Article 05: Invitations

 

The Secretariat of the Field Council for Training is responsible for sending invitations to Council members fifteen (15) days before the scheduled meeting date. The invitations must be accompanied by the agenda for the scheduled session and the necessary documents when required.

 

Article 06: Agenda

 

The agenda includes matters that fall within the powers of the Field Council for Training and are proposed by its Head in coordination with the Faculty Vice-Dean. Additionally, any Council member may propose other additional items for the agenda if approved by two-thirds (2/3) of the attendees. The agenda is approved at the beginning of each session.

 

Article 07: Quorum

 

The Field Council for Training can begin deliberations when the quorum is met, meaning the presence of two-thirds (2/3) of its members. If the quorum is not met, minutes are recorded detailing the deficiencies and the date of the next Council meeting. In this latter case, the Council can begin deliberations regardless of the number of attendees.

 

Article 08: Attendance at Meetings

 

Members of the Field Council for Training are obliged to attend all ordinary and extraordinary meetings. Absences must be justified by a letter addressed to the Dean of the Faculty and copied to the Head of the Council. Legally stipulated measures shall be taken in case of an unjustified absence of a member.

 

Article 09: Replacement

 

In case of the resignation, abandonment, or dismissal of a member of the Field Council for Training, they are immediately replaced according to the legally specified procedures.

 

Article 10: Absence of the Head

 

In case of the absence of the Head of the Field Council for Training, the Dean of the Faculty may assign an acting Head.

 

Article 11: Meetings

 

The Field Council for Training meets in an ordinary session upon convocation by its Head three times a year: the first in November, the second in March, and the third in June of each academic year. The meeting can be brought forward or postponed for a maximum of two weeks as needed. The Council can meet in an extraordinary session if necessity arises, upon convocation by its Head, or by the Dean of the Faculty, or upon request from two-thirds (2/3) of its members.

 

Article 12: Deliberations

 

Decisions of the Field Council for Training are taken and approved by the majority of votes of the attendees. For the validity of the Council’s deliberations, a simple majority (half + 1) is required. In case of a tie, the Chairman’s vote is decisive.

 

Article 13: Approach to Deliberations

 

The deliberations of the Field Council for Training are conducted with a scientific vision and a logical approach to the issues raised. The expressed opinions and recommendations provided must reflect an objective and reasonable perspective.

 

Article 14: Confidentiality

 

Members of the Field Council for Training are committed to respecting the confidentiality of deliberations and not disclosing the secrecy of files and information they may become aware of during deliberations.

 

Article 15: Confidentiality of Individual Views

 

Council members are bound by absolute confidentiality regarding the individual opinions and positions expressed during deliberations.

 

Article 16: Consultation

 

The Field Council for Training may consult or invite any person from inside or outside the University to assist it in its work by virtue of their knowledge or the interest they show in higher education and scientific research. They may provide their opinions orally before the Council or in writing for presentation to it.

 

Article 17: Minutes

 

The opinions and recommendations of the Field Council for Training are recorded in a numbered register countersigned by the Dean of the Faculty. These opinions and recommendations are subject to minutes signed by all members of the Council.

 

Article 18: Drafting of Minutes

 

The Vice-Dean in charge of Studies and Student Affairs and the Head of the Field Council for Training are responsible for the final drafting of the meeting minutes and its entry into the register.

 

Article 19: Distribution of Minutes

 

The Secretariat of the Field Council for Training is responsible for sending a copy of the meeting minutes within fifteen (15) days following the date of the meeting in the case of ordinary sessions, and seven (07) days in the case of extraordinary sessions, to all Council members. The Dean of the Faculty is responsible for sending a copy of it to the University Rector.

 

Article 20: Substitution for Training Branch Councils

 

The Field Council for Training may substitute for the Training Branch Councils in the Departments if their sessions cannot be held.

 

Article 21: Respect for the Internal Regulations

 

The Training Branches in the Departments are committed to the content of the Internal Regulations of the Faculty’s Field Council for Training.

 

Article 22: Review of Internal Regulations

 

The Head of the Field Council for Training, the Dean of the Faculty, or two-thirds (2/3) of the members have the right to request a review of certain articles of the Council’s internal regulations after providing justification.

 

Article 23: Vacancy of the Head Position

 

In case the position of the Head of the Faculty’s Field Council for Training becomes vacant, the Dean shall assign an acting Head to manage the sessions until a new official is appointed.
