Project Title: “The Problematic of Transition from Traditional Local Administration to Digital Local Administration in M’Sila Province: Reality and Prospects”
Preamble
In recent decades, the world has witnessed a massive revolution in most scientific and technological fields. This revolution has been reflected in public administration, which is considered the mechanism that drives national development and serves citizens. Consequently, informatics programming has been integrated into the administrative workflow. Concepts, foundations, and terminology associated with classical administration have been reformulated and replaced with modern tools to keep pace with current changes—specifically, the transition from an industrial society to an information society—leading to the emergence of what is known as Electronic Administration (E-Administration).
Digital Administration consists of the ability to provide and access public services via electronic means at any time and place, based on equality and justice for all stakeholders. It also encompasses the ability of government sectors to exchange information globally (Internet) and internally (Intranet) to deliver electronic services, whether through human interaction or automated execution.
Digital Administration aims to simplify administrative procedures, reinforce the policy of proximity by improving service quality, achieve efficiency and effectiveness, reduce costs, consolidate administrative transparency, and revitalize public service.
Algeria is among the nations impacted by these economic, social, technical, and informational transformations. The Algerian Public Administration is currently striving for total and actual engagement in introducing Information and Communication Technology (ICT) to keep pace with rapid technological developments and utilize them in updating and modernizing the administration.
The subject of Digital Administration and its role in modernizing public administration, particularly as applied to the Algerian context, is of paramount importance. This is because E-Administration constitutes one of the most critical axes of administrative reform workshops in Algeria. Furthermore, this topic allows us to measure the actual role played by E-Administration in administrative reform and the renewal of public service.
