Launch of the practical guide for the university guidance unit – Ministerial Decision 1275
As part of the implementation of the largest national campaign to raise awareness and register students in the “Student-Startup,” “Student-Patent,” and “Student-Micro-Enterprise” tracks, running from February 7 to 20, 2026, the National Coordinating Committee for Monitoring Innovation, University Entrepreneurship, and Interfacilities is providing universities with the practical guide for the Guidance Unit.
This guide transforms Ministerial Decree 1275 from a legal text into a practical plan within lecture halls and faculties.
The Guidance Unit is the operations room within each university.
It consists of:
The Vice-Rector for Academic Affairs.
Directors of University Interfacilities.
A representative of the economic partner.
Heads of Departments.
Student entrepreneurs (success stories).
Scientific clubs.
Student organizations.
Its tasks:
Going to the lecture halls
Explaining the opportunities offered by Resolution 1275
Motivating students
Assisting them with immediate registration
Campaign slogan: “Instead of a memo… Start your company”
Success is measured by the number of registered students, not the number of meetings.
This campaign represents a strategic shift in the role of the Algerian university: from a university of degrees
to a university of economic institutions and patents.
