Signing of a Cooperation Agreement Between the University of M’Sila and the Higher School for Teachers of the Deaf and Mute (Beni Messous, Algiers)
Within the framework of strengthening academic partnerships and developing scientific cooperation between higher education institutions, the Abdelhamid Ben Badis lecture hall at the Faculty of Humanities and Social Sciences, University of Mohamed Boudiaf – M’Sila, hosted the signing ceremony of a cooperation agreement with the Mohamed El-Tahar Ait Aldjet Higher School for Teachers of the Deaf and Mute (Beni Messous). The event coincided with the doctoral thesis defense in Educational Sciences by researcher Naouasri Zahra.
The signing ceremony took place in the presence of the Rector of the University, Professor Amar Boudelaa, and the Dean of the Faculty of Humanities and Social Sciences, Professor Mokhtar Rehab, alongside the Director of the Higher School for Teachers of the Deaf and Mute, Professor Fethi Zeggar. The occasion was also attended by the Central Director at the Ministry of Vocational Education and Training, Mr. Mourad Nessib, representing the Minister of Vocational Education and Training, in addition to several sector officials, professors, and researchers.
Objectives of the Agreement
This agreement aims to establish an institutional framework for scientific and pedagogical cooperation between the two institutions by:

Supporting joint scientific research.

Organizing scientific and academic activities.

Exchanging expertise and competencies.

Developing training and supervision programs to enhance the quality of specialized educational training.
Furthermore, the agreement stipulates the encouragement of joint scientific initiatives and projects, and the sharing of pedagogical and scientific resources. This opens new horizons for academic cooperation and reinforces the university’s role in community service.
Duration and Validity
The agreement is valid for a period of five years starting from the date of signing, with the possibility of amendment or renewal by mutual consent. This step reflects the commitment of both institutions to establishing a sustainable scientific partnership that contributes to the development of the education system, scientific research, and national development.
